In a dramatic moment early into President Donald Trump's joint address to Congress on Tuesday, a longtime Democratic congressman interrupted the speech in an outburst that led to his removal from the House chamber.

Trump had just referenced the Nov. 5 election, calling his victory a "mandate," when Rep. Al Green, a Democrat representing the Houston area, stood up, pointed his cane at the dais, and shouted, "You have no mandate to cut Medicaid."

Trump attempted to continue his speech, citing his popular vote victory and a poll indicating Americans' optimism about the country's direction. However, Green persisted in his interruption, prompting boos and chants of "USA! USA!" from the Republican side of the chamber.

House Speaker Mike Johnson intervened, banging his gavel and stating, "Members are directed to uphold and maintain decorum in the House, and to cease any further disruptions. That's your warning." When Green continued, Johnson called the sergeant at arms to escort him out.

Green later told ABC News he was prepared to face any consequences for his actions, stating he was "following the wishes of conscience." He added, "There are times when it is better to stand alone than not stand at all."

After the speech, Johnson suggested Green should be censured for the disruption, calling it an unnecessary spectacle. A censure is a formal reprimand by the House for violations of its code of conduct. Johnson indicated he expected Republicans to bring forward a censure resolution and would allow a vote on it.

Other Democrats expressed their displeasure with Trump in less disruptive ways. Some held up signs with messages like "False," "Save Medicaid," "Protect Veterans," and "Musk Steals," while others staged walkouts during the speech.
